Applocale

Applocale is a program that allows you to run non-Unicode applications in a locale of your own preference. The program is available for Windows Server 2003 and XP. Normally, the locale change requires Windows restart, but the Applocale installs itself by making a separate directory and doesn’t require restarting the OS. The tool works with multiple non-Unicode applications.

It detects the language of the legacy application and simulates a corresponding system locale for code-page from Unicode conversions. The application lets you launch the programs in their correct code page encoding without the need for changing the code page of the whole system. All in all, Applocale is a great tool that you can use to simulate locale applications.
